Calculating a levy estimate in the MSA Levy Area
This tool will calculate a levy estimate for a selected parcel(s) of freehold land, or a Crown land area when using shapefiles, and identify any overlapping conservation area(s).

How do I calculate a levy estimate in the MSA Levy Estimator?
- Use the Search bar to find an address or click ‘Explore the map’ to select a land parcel or (to define an area of Crown land or land being acquired by an acquiring authority).
- Check the current payment status. Estimates do not apply for land that has been assessed with a payment status.
- Click on ‘View Details’ to find out the current levy estimate.
- Click on ‘Download Levy Estimate Details’ to obtain a PDF report.
- Refer to the MSA website to find out how and when to make a levy payment.
The MSA Levy is underpinned by the Melbourne Strategic Assessment (Environment Mitigation Levy) Act 2020. The levy only applies to land within the MSA Levy Area Boundary. Levy payments are only required if a levy event occurs and are only ever required on any area of land once.
Conservation areas
The 36 conservation areas identified in the Biodiversity Conservation Strategy for Melbourne’s Growth Corridors (BCS) are not located in the MSA Levy Area. No levy applies to these conservation areas.
Twelve Precincts
The Twelve Precincts (12Ps) are administered under the MSA program but are not located in the MSA Levy Area. No levy applies to the 12Ps, but they will have other specific biodiversity offset requirements. Please contact msa.habitatcompensation@delwp.vic.gov.au for land parcel specific information.
Salvage and Translocation
Additional requirements may apply to planning permits on land parcels which are subject to DEECA’s Salvage and Translocation Protocol for Melbourne’s Growth Corridors. More information on salvage and translocation is available on the MSA website.
